Elizabeth Park is a small neighborhood of 250 households. It is located near the Military Highway and I-264 junction in east Norfolk along the Eastern Branch of the Elizabeth River.
The neighborhood was originally part of Princess Anne County until annexed by Norfolk in 1959.
Elizabeth Park Civic League was established on April 28th, 1957 when the area was still part of Princess Anne County. The area was later annexed by Norfolk on January 1st, 1959. During the annexation period, the Civic League represented the neighborhood in obtaining city services and improvements.

It’s the perfect time to make the commitment to join the civic league (membership is just $10 a year per family). Thank you to these neighbors who are supporting the Civic League in 2020, and we hope to see more of you!
Monthly meetings are held the FIRST Tuesday of most months, starting at 7:30pm, at the Aldersgate United Methodist Church, 5767 Sellger Drive, Norfolk, 23502. The formal business or program sessions of our meetings are followed by a brief and informal “Social Hour” hosted by our hospitality committee.
Assistance with City Services
A single point of contact for visitors, residents, and businesses to request a city service, report a concern, seek information about Norfolk, or follow-up on a previous request.
TDD/TTY: #711 ask Operator for Norfolk Cares Assistance Center
All requests for service are confidential. However, it is extremely beneficial for city staff tasked with resolving the issue to have a name and phone number to obtain further information if necessary.
For Emergencies, call 911
They are a great resource to ask questions or address concerns regarding safety in the neighborhood.
Norfolk Police Department assigns Community Resource Officers (CRO) to neighborhoods within the city. They work directly with the Civic Leagues and other groups to help combat crime within the city.
They attend our monthly Civic League meetings to provide crime reports, answer questions and get to know the neighbors.
